Underground Valletta

Beneath Valletta's palaces and streets lies another city - carved for water, drainage, defence, storage and, centuries later, survival under bombardment.

The city beneath the city

Underground Valletta is not one tunnel but a layered network of spaces carved, adapted and reused as the capital's needs changed.

When Valletta was founded after the Great Siege of 1565, its builders planned below ground as carefully as above. Quarrying Mount Sciberras created cavities that became cellars, wells, cisterns and cesspits, while other passages served storage, movement and defence.

Water and drainage were essential. The fortified city needed reserves if its external supply was cut, while a gravity-fed sewer network carried waste beneath the streets.

Five centuries of engineering beneath Valletta

The network makes more sense as infrastructure repeatedly repurposed, not as one secret system.

1566

A fortress city begins

Valletta's first stone was laid a year after the Great Siege, while quarrying Mount Sciberras created many of the raw spaces below.

16th-18th c.

Water, waste, grain and defence

Cisterns, wells, cesspits and gravity-fed sewers were integrated with storage and military passages.

1723

A huge water reserve

Heritage Malta records around 33 public reservoirs, six cisterns at Fort St Elmo and 1,637 private wells beneath Valletta.

1799

The system proves its worth

During the French blockade, the aqueduct was cut, yet Valletta still had millions of gallons stored underground.

1940-43

The underground becomes a refuge

During the Second World War, existing tunnels and cisterns were expanded into dense civilian shelter networks.

2021

The hidden city reopens

Heritage Malta opened Underground Valletta as a guided visitor experience linking engineering history with wartime sheltering.

The key idea

What survives is a palimpsest: cisterns became shelter routes, while older cavities were enlarged, connected or subdivided. One chamber's age or function cannot simply be applied to the next.

The striking part is how many essential urban functions were pushed into the rock below the streets.

The lifeline below the streets

Water was as strategic as the fortifications

During a siege, Valletta could not rely on an exposed external supply. Wells and cisterns stored rainwater safely within the fortifications.

Drainage used inclined conduits to connect cesspits with main sewers beneath the streets, moving waste towards the sea by gravity and flushing water.

Rainwater was stored beneath houses, public spaces and military areas, giving the city a reserve protected from outside disruption.

A sewer beneath the grid

Inclined conduits linked cesspits to larger sewers beneath the streets - an unusually planned sanitation system for the sixteenth century.

03 · Storage & defence

Grain, movement and escape

Subterranean spaces also stored grain and served military movement through or out of the fortified city.

Wartime rooms in the rock

During the Second World War, older cavities became communal shelters, with some families using small private cubicles off the main galleries.

Because the visit is guided, know what to look for before descending, then watch how the layers overlap.

Stage 01 · Meet at MUŻA

Arrive before the tour

Visitors currently meet at MUŻA for a briefing before walking to the underground entrance.

30 min early
  1. Check your tour time and arrive at MUŻA about half an hour early.
  2. Wear closed, comfortable shoes; humidity can make surfaces slippery.
  3. Protective equipment is issued before entry.

Underground Valletta makes most sense when you switch scale - from the engineering of a fortified capital to families trying to make dark shelters livable.

01 · Rock

Look for tool marks

The irregular walls preserve the act of excavation and help distinguish carved bedrock from later masonry.

02 · Water

Read the voids as infrastructure

Large chambers are not empty space; many existed because a fortified city needed stored water beneath its streets.

03 · Shelter

Notice attempts at privacy

Side rooms and tiled cubicles show how families tried to create privacy even in emergency shelter.

04 · Layers

Do not assign one date to everything

The network changed repeatedly, so sixteenth-century infrastructure and twentieth-century shelters often share the same route.
